Our incentive negotiation services typically follow a four-phased process. Outlined below is the typical process:
Phase I: Strategic Assessment

Gather and analyze information related to the proposed expansion and/ relocation.

Analyze historical and recent incentive awards in Illinois and competing states.

Initiate preliminary incentive negotiation discussions.

Identify the steps required to obtain and maximize the incentive awards.

Quantify an estimated range of monetary value of each incentive offered.
Phase II: Negotiation

Design, develop, and execute an overall negotiation strategy for obtaining and maximizing the incentives identified in Phase I.

Gather additional project information and review development plans and other activities that may generate incentives.

Arrange and attend meetings to negotiate the incentive awards.

Secure incentive proposals.

Negotiate the incentive award.
Phase III: Implementation

Preparation of required applications, agreements, statements, reports, etc. to obtain the incentive awards.

Attend planning sessions and public meetings with state and local agencies.

Obtain final approval of the incentive awards, resulting in execution of one or more Incentive Agreements.

Secure the incentives that have been negotiated with state and local agencies (i.e. Approval by the State).
Phase IV: Maintenance & Monitoring

Once the Incentive Agreements have been executed, Kane & Co. will assist Client by creating a compliance timeline to help Client monetize the incentives.

Preparation of a binder to establish the compliance procedures necessary under the Incentive Agreement to quantify and claim the incentive (“Knowledge Transfer”).

Assist Company with initial and annual reporting requirements, as required by the Incentive Agreements.
